Changes in QMBCFN 1.73:

When using SVD for the data correlation matrix, the values of chi^2/dof
are now computed with the modified definition of "dof" as stated
in the user manual (footnote on page 8). In earlier versions of QMBCFN,
the number of discarded eigenvalues was (incorrectly) not subtracted
in dof. This change does NOT affect results for the fit parameters; only
the reported values of chi^2/dof when using SVD will change.
